Its publication date is 2001 and it appears to be a response by Rawls to his critics. In 2001 John Rawls published a little book called The Law of Peoples, that was originally supposed to be a chapter for Justice as Fairness: a Restatement, a revision and re-organization of his theory. At the time slightly more faithfully (still: to understand Rawls' later work, one needs to read his Political Liberalism (John Dewey Essays in Philosophy) and, perhaps, also his (2001) Justice as Fairness: A Restatement). Rawls aims to express an essential part of the common core of the democratic tradition–justice as fairness–and to provide an alternative to utilitarianism, which had dominated the Anglo-Saxon tradition of political thought since the 19th century. (Rawls himself worried about this. So, does justice as fairness “apply” to citizens whose political culture is undemocratic.
